    Dont understand 12v zener utility ? When the voltage gate of scr is egal to the treshold voltage, the scr is conducting, (with or without zener it's the same). The only control of SCR is with a variable resistor + capacitor (delay control).

      The function of zener diode (Dz) is to maintain maximum voltage of point O at 12 V. Due to the charging process, the battery voltage rises and finally attains full-value of 12 V. Thus, when the battery is fully charged, the cathode of SCR1 is held at 12 V. Therefore, diode D3 and gate-cathode junction of SCR1 cannot be forward biased, since the potential of point O can reach up to 12 V. Hence, no gate-current is supplied and SCR1 is not triggered. After full charging further charging is automatically stopped. And yes you are right about the delay control in which variable resistor and a capacitor is used. This type of circuit is called Automatic Battery Charger with Trickle Charging Arrangement.

      Good Question. Actually there is a particular control circuit which senses the abnormality by comparing it with set standards. If any abnormality sensed it opens the switch. It's like a relay which gives signal to the switch. As we are studying from the point of view of power electronics it's not essential to go in details of that part.
