To be fair, Chris got his ass handed to him by Wesker in code Veronica, and was only able to defeat Wesker with help from Sheva in RE5. So a 1V1 is literally out of the question.

Honestly, I think Wesker could handle Pinhead. Pinhead primarily deadly with exploiting their opponent/victim's fears and desires to show them pain and pleasures beyond human capacity. Wesker seems like the kind of person who would not react to anything; thus rendering Pinhead almost worthless.
