No, who said it has same functions in both directions. It isn't the normal coach, it's an ICF oscillation monitoring coach cum inspection car for higher official.
@Peeyush Chamaria to understand that you need to understand a bit of history let me explain. Once upon a time in India when there were only steam locomotives in Railways these turn table used to exist in every major station, because steam locos had one major drawback they were not able to run in both directions, later on with some better inventions they were able to run backwards but not with enough power to haul heavy loads, so these turning tables used to be handy to turn them in opposite direction. But with advent of Diesel and electric locos, which were able to operate in both the directions, these turning table lost its importance and were removed from most locations and they only remained in few. Now if you will see this particular coach is an inspection coach with windows on the rear end, from where the railways officials inspect the tracks and many other things while the coach is moving. Now they would have wanted to attach this coach to a train rack parked in opposite direct to this coach, so they brought it here then turned it around and then again hauled it back to couple it with that rack.
They could use a motor instead of doing manually. Not fair on the employees. In some places instead of the turnwell, I think it used to be called that in olden times, there is a triangle track, but it needs an engine on that.
