By definition alone, if something is a hustle then it cannot be passive. The two forms of passive income that I know of are financial market investment and royalty/copyright. Even real estate and rental investments are not truly passive as a lot of work is required for maintenance and management.
If all these ventures were that profitable the person advertising it would just be doing it rather than desperately trying to recruit people onto a course to learn whatever it is.
It really depends. I know of people who buy websites, work on them and manage to make money from it, so it's not a scam but it's not something that's easy. The big red flag for me when it comes to any side hustle or business is when it's sold as "easy".
