I wonder if this is based partially on The Sicilian Expedition. During the Peloponnesian war, Athens sought to conquer Sicily but this failed. One of the main reasons was the commander Nicias who refused to abandon the project and the Athenian navy got annihilated
It's strange to me that the Akaviri abandoned their cities entirely, even if they had some sneaky plans, entirely abandoned isn't feasible without some unusually high cooperation from the people therein, or a hell of a lot of time. No mention of sizable neglect is mentioned at all, so I think this was a typical migration, and the dryness was a seasonal pattern. They may have evacuated faster or earlier than normal, but it doesn't seem they were too worried about leaving or the invasion. They had plans for a safe home, food, water, and the invaders did not.

He didn't actually shout Torygg apart, he used unrelenting force to knock him down then stabbed him, he says this himself if you ask him about it. Other members of the court in Solitude also corroborate this.
