Basically the HP ammo in 7D2D is the equivalent of a longer/stronger bullet fired with the same amount of powder which would give it less velocity than a regular bullet but it would have higher momentum despite both having the same kinetic energy (Assuming all powder is burned, and frictionless barrel because I am not well read enough to calculate THAT). This means that while it would travel slower, it would go through more of a body/do more harm despite being otherwise identical. It would also maintain its velocity better against drag, so it would be more damaging further away than regular ammo.

Yeah
But the AP is superior ingame to the HP
the latter is just ×1.2 damage but very little AP whereas AP is great against armoured Zeds
