Because Speed Relic helps a lot in making sure the kiting mechanics are played properly and because HT CM in general is not a heal intensive fight, so Monk, or other healing focused Relics have less value here.
I am not regularly playing fractals, so I cannot give you specifics. However, in general you can play fractals without healers, so in a semi-experienced group, I think it could work. But due to the limited healing potential, it's definitely weaker than other heal alac supports. You have limited capabilities to carry your party if they take a lot of unnecessary damage.
Tbh no, because of the fact that the limiting factor is the healing throughput so it cannot be used as an all around healer in every situation. Also, depending on the fight, your healer is usually also responsible for tons of cc, which is lacking on bsw as well. So even though it is a boon machine right now, it’s not the best „heal alac“ spec in general and hence I don’t think it’ll get gutted. Maybe they adjust the fact that you can give quickness though.

Givers basically trades the power from Harriers to Toughness and is hence useful if you want to tank, or if you want to make sure you don't die to stuff, while still having the same boon duration (Minstrel is more tanky than Givers, but with less boon duration). Usually, dying is not an issue, however, especially in HT CM, Givers is taken to mitigate the incoming damage that you can get while kiting the reds, because if a kite downs inside the Red AoE, it's basically a wipe. That's the simple reason for Givers vs Harriers.

I would only try with an organized group. Fractal peeps, specially CM ones, are not much welcoming.
