I'm currently using Movavi's Video Editor, but you will need to pay an extra 90 quid for 12 month's full access to their very good Effects Store which includes the effect you mention. I've a few more uploads to do yet from 2024, just got to finish editing. I'm thinking of covering all the old loop line and disused railway lines throughout Stoke & North Staffs for my next series starting early Spring this year. That's my plan, anyhow. Hope this helps.
