You could also make multiple masks only on front so you won't have to erase it frame by frame and just have to move the masks and animate it accordingly

I'm "kinda new" to AE, so it's a genuine question hahaha I think it would be easier than manually painting it out to look like it's twirling his arm, since it's an animation... This scene specifically is animated on 1's so it's still some work to do but I think it would be easier just to make a mask with the pen tool and track it, no?
no I tried that but then the glow doesn't overlap correctly on the arm for example but if you don't wanna let it twirl around something you can completely skip the painting part
duplicating a roto of the character and masking out parts where the lightning has to be above the character and putting the mask to subtract is way easier and you can be less precise making it way waster
