Tetra/Tappy are very small fish that spawn in the Caverns and Coral Update. Tappy spawn at low levels basically at the bottom of where your boat is. Tetra are migratory and can be found far out from the shore typically using a luxury boat.

Lachlan of you want to catch the noctis, all you gotta do is catch a medium fish (catch a small one toss it back and catch a medium one) and then just use a huge hook with a light and you'll hook him in no time.
