To catch the fish that follows chompy, you have to throw the chompy back in then quickly catch the other. In that small time I'm pretty sure you'll have to get a small fish too. Unless, you get really lucky and get a lucky catch from beside the chompy.
To catch a MOGA you need a large hook and a medium sized bait and the moga HATES light so you need to go down to the dark water and pray that the moga bites your line. GL with no light

also if you wanted to know how to get a bombfish well on the top of the rocks are silver ball looking things you have to get one of those on the line to catch the bombfish

When I caught it I put a light on my hook and then cast at the last 30 seconds so I could find the moga then catch it when my light ran out
