The Chimera would already have triggered, but he could then hold priority and activate Thrasios before passing priority on the Chimera trigger and eventually deciding whether or not to exchange the Chimera. Tyler was likely going to go get a Gaea's Cradle which would easily have allowed him to activate Kinnan multiple times a turn which would further his lead above everyone else.
wouldn't Kyle still have been able to untap two lands from the snap? I thought that you resolved as much of the spell as you can when resolving it on the stack. or am I mistaken?
If all the targets of a card are illegal at the point of resolution the spell fizzles. It doesn't resolve. Since Snap's target is no longer on the battlefield(or even if it had just been given the protection from blue) it is no longer a legal target and since Snap only targets 1 creature, the spell does not resolve
So Tyler's deck really looks like a deck that would be fun to play but awful to play against. Have you considered making a best enchantress deck in cEDH video?

That's not how Void Winnower and tax effects work.
Tax effects don't change a spell's mana value - they only change a spell's total cost.
