If you pause the video above when she's creating it you can see it all the normal sized legs, the thumbnail shows it too, even movies like Film Z perfectly show the process of how she create the giant limbs animated, am pretty sure that later on there's many instances where you can see how the regular sized arm create a giant one. That's exactly why she says mil fleur = a thousand fleur, it's not EXACTLY a giant version of her limbs because her powers don't work like that, it's a giant limb because it's made out of thousands/hundreds of them, so it having stretch marks doesn't really make sense because, why it should then? It's not her actual leg; compare the Franky type of looking arms she created underwater when she saved the crew from crashing when they were on their way to the Gyojin Island, don't really look like her arms do they? We saw her attempt at creating a giant arm back at Thriller Bark and it was full of imperfections, just compare her to her real arm. Post Time-Skip is simply a perfected version and it shows the control she has over her powers now, we see it in both arms and legs. The reason why we don't see the outline in other attacks is simply the animation/art being inconsistent, they decide to add the outline for one time but the next time they leave it out. In the manga as well, we don't see the imperfections in Dressrosa or nowhere else because simply put, it's a pain in the ass to add so many details sometimes. Compare her Big Three technique back at Thriller Bark to the limbs she create now, as simple as that, right now is less "heavy" to draw her big techniques. The fact that the limbs she create most of the time look so smooth it's simply Oda's choice for making them look like that, he could practically made them look like back at Thriller Bark if he wanted, but he simply didn't. Lastly, this is more of a personal opinion, but I highly doubt Robin has stretch marks lol; that's not really Oda's style, plus, after Time-Skip we've seen Robin show lot of skin plenty of times and we see none.
