Ahto City was the capital city of Manaan. As the entire surface of Manaan was covered with water, Ahto City was the only above-surface city on the entire planet. The city was mainly inhabited by the Selkath, Manaan's native species. The Selkath were amphibious in nature, and only built the city to accommodate the offworlders that came to Manaan.
