People observing the exertion of sovereign power, forming their own opinion on it and intervening at will had to be stopped, so the exertion of power needed to escape the public eye. Through discipline, not only hiding the origin and place of sovereignty became easier, but also the possibility to negotiate power and its normative framework democratically became increasingly difficult.
