Not really one km, you just need a distance let’s say 3.25km if you can cover that distance under 1 minute then you can still get the speed. You just need to cover a particular distance under 1 minute. As soon as it crosses 1 minute the thing resets.

The subdial for the seconds hand is at 6 o'clock. That one should move. If not maybe the battery is dead.

Milliseconds. He stopped at 30 sec and after that right top counter showed value 3. So in total he timed the clock for 30.3 seconds.

I do not think the function is used by anyone anymore. But it is cool to know how it works and what it does.

To make the calculus for 3.25km, 4,4 etc would be very hard for more people using a tachymeter.
That is why it has the numbers there for 1km or 1 mile.
