hi, I'm German I have to clarify something here... if you see a sing with time Frames under a sing with Parkscheibe or Parkschein it means you CAN park outside of this time frame without a Parkscheibe or Parkschein until the time frame is reached again! lats take your first example(0:31)... if you arrive let's say at 16:00 you can park until 8:00 the next morning without Parkscheibe you can in this example extend this time by a maximum of 2.5 hours if you place your Parkscheibe under the windshield and set it for this example to 8:30(the additional 30 min comes from the fact that you have to use the next half hour mark after arrival so in lore, you arrived on 8 so you have to use the8:00 mark). if they don't want you to park outside of the time frame altogether they have to provide this sign with timeframe up.picr.de/32512400xf.jpg in this example you can park the whole time EXCEPT at the stated time frame with this sign you are not even allowed to HOLD, at this time frame.
Thank you Frank for clarifying. I also do this every time in the evenings after work, since my American car doesn’t fit in the German garage my landlord provided. For the longest time I didn’t know this and it was a nightmare every evening trying to find available parking on the streets. Thanks again!!

You can actually park everywhere on the right side of the street in city's (or anything urban) as far as I know, provided no official sing(or white zig-zag lines on the road Yelo ar temporary)says the contrary or you hinder other road users, but some special rules apply like you have to maintain a certain distance to crossways, etc. This may help: routetogermany.com/drivingingermany/road-signs and (same online Portal) routetogermany.com/drivingingermany/parking#german-parking-signs
