The best part about all the above is that they have talent to spare. They're not taking metal lightly because they can't play for shit, they do it because they're better than most.

To me this song is about jurisdistal institution, that is Vegan Velociraptor overstepping his authority as a sheriff and starts enforcing his rule of law in a different jurisdiction than his own. He applies laws of his own state or city to different area. Cow rightfully states that Vegan Velociraptor is overstepping his authority and that Cow had a right to do both of those things (which were oddly very specifically written into their Bill of Rights). Thus, in this song it is Vegan Velociraptor who is in the wrong here by applying his own laws outside of his area of responsibility. It would be like police of one state going to the border regions of another state and fining people of that state for violating laws of their state.
In conclusion, this song is about legal powers and jurisdiction. Vegan Velociraptor is actually a bad guy in this story!
