    The stingray-shaped “Ray Building” on Samae Beach was the final phase of a 170-million-baht foray into wind- and solar-power production that also was seen as a draw to tourists.
    The pilot project produced electricity for Pattaya city offices and street lights on Koh Larn using 45 wind turbines. The Ray Building, completed in 2011, was an alternative-energy resource center - complete with solar panels - restaurant and souvenir stand.
    The project created confusion with Koh Larn residents who thought the turbines were supposed to supply power to the entire island when, by design, the meager 200 kw they produced was only intended to power the city office and Koh Larn’s street lamps.
    As with many projects launched by the former Pattaya mayor, however, no money was allocated for maintenance and the Ray Building and the alternative-energy experiment shut down in just a couple years.
    Salt air has corroded equipment, the generator is shot and it’s doubtful the solar panels can be salvaged. Mayor Anan Charoenchasri ordered a survey of what can be salvaged and what repairs might cost.

      It was a mistake to build it where it is and in the earliest point of renewable energy development.. none of the panels was very efficient and the wind turbines was not really going to last in such salty area.. yes it could have been done but the matanice costs would have been way to high and the low power battery packs it would have taken half the island in lead acid batteries just to power 1 town.. these days would have been way better better. Massive packs of tesla batteries would have been a better choice.. but bad management and poor design plus future plans means that's this project was doomed before it began 😢 it's sad really and it needs to be sold to a energy company who can afford to rebuild it.. the bone's are there and redevelopment is going to be much easier.. the wind turbines are probably to rusted up and seized but even the inefficient panels can be used to power the plants lights and emergency systems.. so what is left could be used for redundant power grid incase a shutdown is needed then they will still have enough power to keep the lights on and safety equipment functioning

      as non-politician... the kinds of things you are not aware of are... for example: Private sector, makes deals with public sector for projects.... all that matters is that public money, will now go to a private business. "Graphs and charts" are made showing how amazing the next 5 or 10 years will be!!.. after the public say "ok"... there will be 10 others projects like this by the time this one fails.
      Do you have family members that were tricked into being part of these scams?.. tricked because perhaps they were lower-level employees, and are just simple, good-natured people... and thought they were helping... like the politicians and business-people told us. It's crazy... just have fun though.
      There is an INCREDIBLE book about how the US (and the West) do this to 3rd world nations. Confessions of an Economic Hitman; by John Perkins. Using South America during the 1960s-80s as an example. Author an economist hired by US infrastructure giant, to doctor economic projections to coerce S.American politicians. If politician is smart, and has no trust, CI@ kills him. Otherwise, they accept fake project... project fully leverages country, THEN (the final plan).. country gives resources and UN voting rights to the West (and the IMF) because they cant pay their debts. THAT IS HOW West Conquers!!!. That's how West conquers... economic war... somewhere the East is involved... i honestly think east and west on same side... plus, NKorea owned by US... a show for Americans (and West) to stay in fear.
      I am from the West... they have lied to us more than they led us to believe the East does. I love these guys though... so smart... these guys finally inspired me to learn electronics.

    some company got a "green-energy" subsidy from the goverment they took the money and ran,this was going to be a solar farm with on-site living for workers the entire island was going to be a power plant

      @@angry-white-men Most likely was just running on OPM (other people's money), and when that dried up they "discovered" they didn't really have a viable business model. No doubt whoever was behind the project managed to funnel a lot of govt/NGO money into their own pockets along the way.

      They have Repeating hurricaned every year that have been growing in Intensity. Im going to guess all everyones resouces go to practial constuction that does not breakdown under water. My gf lives there and we have paid for 4 roofs. One apartment she had was concrete but earthquakes ate that.

    I imagine the storms were too much, and the building and wind turbines got damaged. Probably the owners figured the cost was too much to fix, and with no tourists to provide money, it went bankrupt. Still, if you could figure out how many of the panels or wind turbines were fixable, you might get a good deal for salvaging, and maybe power a concession stand on the beach. I suspect the owner would want a lot of money for the land, so the best idea would be salvage just the panels and move them to where you need them.

    When playing with solar panels ,remember there is no of switch,sun on the panel = dc current in the wires if they are connected / bridged .
    The current voltage can be substantial when many panels are grouped. The potential for nasty electrical shock are very real. That is probably why they stored them in in the shade.
    Regarding the wind mills they will free spin when not connected to a load ,the most of them has probably bad /stuck bearings so they are not spinning .

      Bad bearings... yeah, these wind turbines will be projected to pay for themselves in X number of years... while maintenance costs exceed in .5X years.. HAHAHHA. As long as media is paid to give great reviews.. a burning down wind turbine will be viewed as efficient.

    I'll tell you the story about this place. It all started one day when dumb falang meets and falls in love with bar girl from Pattaya. She tells him she dreams of having a farm for her family. So he secretly went out and spent all of his money building her this farm. When he brought her to see the farm he built for her she was upset and said "I say I want Pig farm for family... not solar farm!" So dumb falang goes back home broke and bar girl goes back to work at bar.... end of story.

    Weird because the windmills look almost antique and I haven't seen that size solar panel used commercially. My guess about what happened is someone cheaped out on installing the solar panels on the roof. It leaked in the rain and caused so much damage the place went bankrupt. I'd guess the windmills were installed first (1980's?) which gave the capacitors time to swell. Years later they decided to add solar and during that project the leak problem ruined the place which is why panels are stacked as if waiting to be installed.

      @@Emilthehun Thanks, having names makes it easier to google. I gather it was trophy project for a corrupt politician who blew the investment by not paying for upkeep? If the wind is good there, one modernish 1 Megawatt windmill could produce five times what the whole facility did. As a rough guess, at $1M USD per megawatt Koh Larn would need around 5-10 million dollars in windmills to power. Upkeep would be around half a million per year. Granted there was a cool building and stuff, and prices have been coming down, but that $140M spent on it, would today most likely easily take care of all of Koh Larn for a couple of centuries.

    there must be a power inverter somewhere in the power plant for turning DC into AC. What you could do is wire the solar array directly to the batteries during peak sunlight hours giving them a charge then see what can be powered using the current from the batteries.....

    Crazy putting all of those batteries on their sides. Perhaps the manufacturers allows it but it's still crazy.
    If they'd thought ahead, it could have been expanded as time and money allowed, but all these 'green' vanity projects are short term nonsense.

    When charging batteries, some gas is usually released, which should be cleared away. If it explodes, you will see a bang, which will not always burn, but there will be a brief air displacement and that may be what has happened, it needs to be ventilated.
