Given his history as a human and his paranoid tendancies, Ganishka was most likely a recluse back in the Kushan Empire, despite all the power and influence he had. If his people didn't know he was an Apostle, then he had to have kept to himself for years. Well... that's just my theory/headcanon, anyway.
