AC318-2019 New Update On Column Hook Orientation In Foundations

In this educational video, I would like to point out one of the most important changes in ACI318-19.The original text of ACI318-19 (18-13-2-3) :
longitudinal reinforcement resisting flexure shall have 90-degree hooks near the bottom of the foundation with the free end of the bars oriented toward the center of the column. Therefore, this issue must be observed in all foundations (Single, Strip, MAT) and in all positions of columns (Edge, Corner, Middel).

I believe this section of ACI is applicable only for Seismic Design Categories D & E in case of ductile detailing only as per Clause 18.13.1 of ACI 318..
