I believe that this song was written to comfort women because when the men are arrested, tortured, imprisoned, killed, it's the women who are left to cry over them, their sons, fathers, brothers, and partners. That's why it qualifies as a protest song, too, because of the backround of protests going on in many places during the 1960s and '70s.
It sez at the start of the vid that cuz authorities feared a riot, they wouldn't allow the band to play at night, so they played in the afternoon. I'm impressed with the overall very high quality of this live version, and will be looking for a YT posting of the entire concert... Thanx Faye!!!

Poking around just now, I found this quote about that concert in Boston: "The performance was just magic. I couldn't agree more the lady is simply nodding in strong agreement to the positive message in the song she wasn't necessarily nodding her head to the beach and the feel of the song she was just nodding in strong agreement with the lyrical content and the message of the song
