Interesting to note that the Items showed what Character they went to the whole time, as well. That's a really nice touch that a lot of these Bullet Heaven/Hell games should really take notice of. Also, with regards to Ragnar needing 3 things... I wonder if there's a full set of 3 Norse you need, since the bomb guy looked fairly Norse, and it may well have been a bomb, rather than a shield, on Ragnar's list...
Ragnar’s description said something about his brothers so I believe you are right. Looks like you have to pickup and level up all three, which I’m guessing leads to an ultimate upgrade that combines them.

The checkmarked thing on the passengers' upgrade trees is a passive item that they need to synergize with for the ultimate to unlock (just like in vampire survivors), for example when you picked the speed upgrade passive it put a checkmark onto the cat's upgrade tree, and toxiko needs the microwave upgrade (and you to have delivered 10 pizzas) to unlock the ultimate.

It looks like hitting enemies hurts you, so I guess the game is designed around always having Steve as otherwise you are just always taking damage
