I mean, compare Victor’s origin with real killers such as Ted Bundy, Andrei Chikatilo, Richard Ramirez, and many more and you will see just how laughable this character’s background is. I like Zsasz, but his motive and background of that motige just makes me cringe at how bad it is.
Zsasz may not ger alot of screen time in the Arkham games but the tapes make up for it greatly. This interview highlights the character in such a fantastic way!! :)

Zsasz is definitely one of the most dangerous and evil characters on the Batman Arkham series. He kills anyone except for certain villains like the Joker, Harley Quinn, Poison Ivy, Bane, Killer Croc, Scarecrow, Penguin, Two Face or anybody related to them because he would know he’s no match for them. In my opinion Zsasz and Joker being absolute psychopaths who have no value for life in anyway are like literally two peas in a pod.
Pyg because even though Zsasz kills people then cuts a tally mark for them into his body Pyg basically gives them a fate worse than death by putting them through drugs and torture to make them "perfect" by taking away anything that makes them unique because his warped idea of perfection is making everybody the same.

Priot to the game, she was kidnapped by Zsasz, who dragged her to the hospital in order to kill her, but before he could stab her, Batman saved her, that's why she is still alive.
Joker is Batman's most iconic villain, but Zsasz is the scariest one within his rogue's gallery. He is truly much more evil than the clown prince of crime.

The thing is, joker has killed *way* more than Zsask, but the thing that makes Zsask scarier is he has a reason to kill, he has to kill. He knows how many people he's killed and feels no remorse.
Well, I don't think the Joker feels remorse either. I think what really makes Zass scary is that the Joker at least has a certain sick logic behind his madness, even if he himself doesn't always know what it is. Of course, you could argue that that actually makes the Joker the scarier one.
