Manawa is a small town. Just over 1,200 folks live there. The dam didn't collapse. Heavy rains compromised the earth around it to wash away causing a breach.

The damn didn't fail- it's actually in good condition after all the rain. The land beside the damn broke open and that's where all the water poured out, let alone the lakes and rivers were rising too ontop of all the rain they had this year so far. Too make it worse Manawa is a low-laying town so... yeah. Not ideal for heavy rain.
