Yakima used to sell a center pole attachment for youth bikes. I am not certain if they still it.

I would suggest you use house copper pipe rubber insulation which very in expensive and gives some cushion to the bike cables under the top frame.

That is a great tip! After a season, I have not been totally happy with my tape job (no surprise!). Much appreciated and "I should have thought of that"
