The wheels are rubbing up against and touching the wheel well. Sort of had that issue on my 1st car I rimmed up in highschool. 95 Acura legend on some wide 20s. In my case my wheels would bottom out when i hit bumps but in her case the wheels can't clear turns without rubbing the inside. If she drove that she would knock out the inner bumper panel and maybe ruin or explode a tire. IMO
