Damage multiplier.. turns a low speed impact into a write off because it puts all of it right onto the frame, they banned these things in a lot of places because they were sending cars back in time before the effectiveness of crumple zones.
If you see the video this is mounted to an area that will allow the front end to crumple. This also hides damage from a box truck that backed into the front end.
