I think to understand Dragon we need to deeply analyze the very few times he Did take action. Loguetown he went there not originally knowing Luffy would be a pirate but somehow knew Luffy would be there? Loguetown feels like a Pilgrimage and a Coming of Age ritual for Luffy. Luffy on the execution stand reminds me of the story of Abraham and Isacc in the Bible where God commanded Abraham to offer his son Isacc as a sacrifice but stopped Abraham at the last second because he was only testing Abraham's faith in him. The fact the lightning struck at the VERY LAST MINUTE to me could be Dragon was testing Luffy's Will and only decided to intervene The moment Luffy SMILED. Because after that Dragon said "A pirate huh, fine by me" and later told Luffy "The world awaits our answer". Dragon is obviously attuned to something in the One Piece world us readers still don't quite understand. He seems to beleive only in interfering at the most critical moment. Like a sailor waiting for just the right wind current to get him to his desired destination so Dragon waits for the right moment to take action to save the world. In the mean time he prepares and doesn't do anything reckless, even if it means losing some people loyal to him in the process. All the characters we saw in One Piece who leap to action rescuing people we admire, but that is a big flaw. Whitebeard, Luffy, Garp, and others in their reckless actions risk a whole lot in their efforts to save those close to them. Even if Ace was rescued and lived the cost for Whitebeard to accomplish that was high. Dragon knows this more than most of the audience
Dude didn't have to fuck up his operation overextending troops or chancing getting more commanders captured. But he DID HAVE TO SAY SOMETHING. Express discomfort beyond the normal scowl. Fucking *anything*. Dragon is such a frustrating character because he's barely a character at all still.
crew and army both are different things...unlike luffy dragon must have faced death and betrayal of his comrades many times....yeah he doesn't save ginny bcoz he know he can't do it.... so instead of losing more lives he saves thousands lives on many islands.... oda showed us they are saving innocents people
I think Dragon just knows he can't do it, or at least the resources he would expend in doing so isn't worth it. Fucked up, but the guy runs a Revelationary Army.

Historically, all revolutions eventually die once the unifying figure is gone. My question is if he goes after Ginny or send someone after her and the mission fails then what? It's not like they can have a world wide draft or anything. If you have a mole in the Marines (Vergo), it can lead to horrific situations like Dressrosa. But a mole in the RA is a absolute death sentence, not just for its members but for those who are supporters on the outside as well. Networks take years to setup but can be destroyed in an instance. Dragon is NOT a pirate, he IS the hero. Also, I trust Kuma and Ivonkof, so if they say Dragon is him he is him. Oda doesn't need to show anything because then it will take away from the significance of when Dragon does make a move we see. This popcorn culture will be what kills the payoff. Until now, we had seen more of Dragon than Vegapunk but seems like we forget that.
I mean maybe I’m drawing conclusions, but maybe dragon’s fear of losing anymore of his friends are what keeps him from acting further, even though he knows full well the position he’s in. I do wish Oda would go into Dragon a lot more, not just fighting wise but his thoughts and feelings about losing his friends and what this revolution means to him. I’m sure we’ll get there eventually.
I have a feeling you are right, at least based on Luffy and his own fears. It would make sense that they sahre the same fear of loneliness, and not wanting to lose someone that they call a friend.
