I hadn't considered the difference in level of technology between species could be that great before now. it makes sense in the empire, where every race not human is opressed, but it doesn't make sense in the republic. I would instead argue that the reason many races does not have their own large military complex is that they've lived in a long time of peace, not having the need for a military at all really. that's why the Wookies doesn't have large scale space ships. the Gungans are a recent addition to the republic, before the Naboo crisis 10 years prior they had been mainly ignored, but with the cooperation between the people, they now have a representative in the senate and I believe they are provided with technological information as to if they would want to, they now can create their own space faring machines. regarding the conflict on Mon Cala, there may have been unrest between the people for a long time but the recent development with the new leader and a raging galactic war, the quarren took advantage of a never before seen opportunity. too bad the separatist war machine isn't the liberating force they thought.
