Well damn bill! I almost crapped my pants when I saw the thumbnail! As soon as you opened the door, I saw that baby blue color. I remembered the movie “garbage day” from 1994 if I’m correct. There was a blue RTI pak mor collecting blue Otto classics. I don’t know what company it was, but I’m willing to bet that it was originally from that company or municipality. And you are so right about that back window, that thing is massive!! Great find, really enjoyed it!
Unfortunately I have no idea for sure. The registration in the cab indicated the last renewal was in 2003. Given the "patina" on the WM sticker that's not out of the question.

That seems to be a consensus that it's a former Santa Monica truck. Can that be confirmed somehow? I've posted the VIN a few times in the comments, hopefully that's revealing of it's past. It's in Lamar, CO now.
You've probably seen this video th-cam.com/video/2d9Y88Jgyg8/w-d-xo.html but I think the pak mor in SaMo featured in that video could be this truck or one of it's siblings. There's also some other classics featured :)

Well, originally this truck came from the City of Santa Monica, and was passed to and fro until eventually WM acquired it... then abandoned it.
As of July 2024 Streetview imagery, this truck is still there. Hopefully someone can buy it.
