Can't we do a thorough scan of the river using a large sonar system and map the depth and do a 3d visual reconstruction of the depth. Sonar can definitely pierce through muddy water.

Although the task is incredibly challenging, this spokesperson seems to be throwing some lame excuses for their poor performances (to be honest).
