Though it seems that through some tarot card magic abilities or something like that Amy can just sense the general area where Sonic is (as well as turn invisible). I say this because she pretty much said that she can sense him with her "girlish intuition" in the English dub of Sonic 06 and she somehow knew that Sonic was in Spagonia despite having no reason to have that info, and she knew that the Werehog was Sonic instinctively, but because she isn't completely blind she almost immediately assumed that he was a different person.
I think it still kinda make sense even from a storytelling standpoint. Sure we can tell them apart but as far as the people in the Sonic universe know there isn't any other anthropomorphic hedgehog capable moving at insanely fast speeds. Who's to say Sonic didn't change his appearance just to cover up his identity?
Could very well be the answer to why they mistake shadow for sonic and would makes sense why so many people in the likes of SA2 and Sonic X are shocked by the discovery of shadow

The only one who ever really treated shadow warmly was Maria. Shadow was an instrument to Gerald most of the time he knew him at first he was an instrument of revenge until Gerald has a change of heart and made shadow an instrument of hope.
I always thought it was people saw silhouettes, and all the electronics were in black and white, so the only hedgehog known was Sonic. So with Shadow always being in in darkness, and the only hedgehog being Sonic that everyone knows, it makes sense... Except for Amy, who sees Sonic in everything and only after a huge blunder realizes the mistake. They even had this explained in the Sonic TV, with every shot happen with Shadow obscured.
Yes, he could be an evil clone of Sonic created by Eggman with Sonic's DNA and Chaos Emeralds (or something else, who knows?), it would be interesting! Have you ever looked at parked black car at night, but then find out it was blue when you walked by it? Blue looks like black at night, and they were looking for a fast hedgehog. Shadow's first day stage was also White Jungle iirc, so it's no wonder the characters who saw him before the island raid, aside from Rouge, confused him for Sonic. As for Amy, she probably just saw a blur and instantly assumed it was Sonic. Prior to that point, only Knux and Metal Sonic were really that fast on the ground, and Knux has an entirely different quill style whereas Shadows is similar

They just saw a speedy hedgehog with a similar body plan to Sonic and filled in the gaps. @@basilou4909 the foot soldiers who attacked Sonic didn't know there were 2 hedgehogs, the comms literally just called out a fast hedgehog stealing an emerald. It was chasing 2 leads at once that ended up at the same spot, so ofc they bagged the one that was right in front of them. And you know how fast Sonic is, he could easily cover that much ground when unmotivated. And again, the gun soldiers didnt know about Shadow. He was a top secret weapon, remember? The leaders like the Commander did, relation to the Robotnik's/Kintobor's aside. But the rank and file didn't. And even then, they were shown on screen- across the games, shows, and probably comics too- to have only been given the description of "a Black Hedgehog". And, like mentioned above, Blue and Black are visually highly similar colors in poor lighting. There would've been confusion even during the day due to variance of interpretation

It’s just not functioning in SA2, because all of what you wrote is not explained in the game. We have no leaders of GUN showing in this game so we could also say that everyone in GUN knew who Shadow was even though it was a secret weapon. GUN lead an assault on ARK 50 years ago for stopping Gerald, not for fun, they know what he did and created, Shadow was. Not talking about the leader of GUN in Shadow the Hedgehog who was ON the ARK during the assault so he knew who Shadow was. This error in the scenario is so big that fans find explanations to it but it’s just not working.

Once saw a theory saying G.U.N. Knew the difference but they didn’t want to admit that they let a potentially dangerous escape with Eggman so they just pinned the blame on Sonic to keep everyone distracted while they tried to get Shadow back.

In my head cannon, some high ranking officers in GUN’s echelon is trying to cover up Shadow’s identity to cover up the fact that they ordered the execution of all the innocent people on the ARK.
I like of how they did it in X, or where shadow is literally in the shadows, so you can only make out the outline of the figure, which is similar to that of sonic. Even with Sonic X aside, i think another reason why people kept confusing Shadow with Sonic because his creation was more or less revolved around the Mural on Angel Island with Super Sonic, so he really is indeed the faker

In hindsight, it makes a lot of sense. Project Shadow, the ultimate lifeform's change into a hedgehog was based on the Hidden Palace murals, depicting a prophecy that was based on Sonic. It stands to reason he would have looked so much more similar to Sonic, and almost makes me wonder how late in development Terios's design got to.
No. I never wondered why. It was obvious. Especially because I was there for SA2's debut. In my experience, even the fans and ESPECIALLY casuals were calling him "Evil Sonic" here and there. And it was clear that Shadow looks like Sonic. Down to it being clear Shadow and Sonic are created from the same base model. Even Sonic's soaps shoes and Shadow's air shoes are the same shape. In their super forms they are clearly the the same model with small differences outside of texture. Everyone who mistakes Shadow for Sonic does so for only a split second and it's clearly because no one looks anything like Sonic until they meet Shadow. Consider that Silver looks drastically different from Sonic compared to Shadow. ALSO consider the fact that Shadow looks like a black Super Sonic. Saying Shadow doesn't look like Sonic because of color is invalid. Anyone else in the world getting a clear look at Shadow and confusing him for Sonic clearly go with this and also possibly have just never seen Sonic up close or for very long. It's like seeing Spider-Man with the black suit and still assuming it's the same person (which it was) rather than just being another Spider-Man (like Miles Morales). Because when there's only one, you clearly think anything like it must be the same person. The concept art is Shadow's previous design. And Terios is Shadow's previous name. But that name and that design are not exclusive to each other. The name Terios applies to Shadow's redesign as well, and the name Shadow can still apply to the previous design. (Which I think looks more like Sonic in some ways but LESS like Sonic in others. His model is very different and he wears a scarf and has a scar... Not sure why anyone would mistake that for Sonic more than Shadow aside from color. Which we already established isn't really a valid point anymore.) ALSO, it was Terios the Tenrec. (Which, btw, Shadow's final design somewhat resembles as well, meaning he still could have been a tenrec but they chose to go with hedgehog.)
G.U.N. was 100% trying to cover up, and used the fact that Sonic is a hedgehog of about the same height and build to their advantage. The perfect scapegoat. That said, Shadow's design was likely finalized after the Story was written, resulting in there being less resemblance than perhaps initially intended.
G.U.N saw a hedgehog with super speed in the middle of the night with most people in G.U.N not even knowing about project Shadow except for some of the higher ups who wanted to keep Shadow top secret, and at the time Shadow and Super Sonic had the same shape of quills, so I'll give G.U.N a pass there. The problem with Amy is, while it'd make more sense if we had Terious for that scene, Eggman was right there with inside a battle mech. I like Amy, but how did she not notice Eggman? Honestly how has Eggman not given her PTSD after he kidnapped her several times and held a gun to her head? Also with how Silver's Quills are there's no justification I can give Amy for thinking he's Sonic unless she's just legally blind.
I think it does make sense. EVERYONE knows that Sonic is a super fast hedgehog who has turned super before. He fully changed, different eye colours, different quills colour and shape. It wouldn't be too hard for people to see Shadow, a super fast hedgehog whose quills are the same shape as super sonics quills and assume that it was another sonic transformation. I mean, it makes sense when looked at in that context. It even makes sense for Amy when thought of this way. He's been running from G.U.N, and she was soecifically looking for him on prison island. For all she knew, he had found some kind of different transformation during that time where she didnt see him.
Fun fact: G.U.N. is called that because in Japanese, _-gun_ refers to military, like _shogun._ The problem is it's pronounced like the English word _goon,_ so localizers had to choose between a brainless pun or little bunny foo foo.
GUN had never seen either one before. "Super-powered Anthropomorphic Hedgehog" is probably all they knew to look for. And Amy... well, Amy's not the brightest, but she's still ours.

It's actually because Sonic used to wear a costume that looked exactly like Shadow (as seen in Sonic Superstars) so when people saw Shadow, they were like "Sonic must be wearing that costume again."
Shadow is Sonic if Sonic geld up his hair, fell into a vat of ink, had someone paint racing stripes on himself and gone through a confusing period of being fed up with the world, with a spritz of amnesia, garnished with an attitude change. I think someone with enough awareness would do a double take.
Tbh prototype shadow would be cool to reuse in a future game, like he was project shadow's prototype that was said to be scrapped but somehow survived. Like a shadow 0.5 to the released shadow 1.0 .

Shadow has a nearly identical silhouette as Super Sonic (Super Sonic in the Adventure style). Shadow could be seen as a Dark form.

So with Shadow always being in in darkness, and the only hedgehog being Sonic that everyone knows, it makes sense... Except for Amy, who sees Sonic in everything and only after a huge blunder realizes the mistake. They even had this explained in the Sonic TV, with every shot happen with Shadow obscured.

Yes, he could be an evil clone of Sonic created by Eggman with Sonic's DNA and Chaos Emeralds (or something else, who knows?), it would be interesting! A cloning story would be so cool in a Sonic game! I know a fan who made a series like that and it was excellent, it's called Team Sonic Adventures, go and check it!

Have you ever looked at parked black car at night, but then find out it was blue when you walked by it? Blue looks like black at night, and they were looking for a fast hedgehog. Shadow's first day stage was also White Jungle iirc, so it's no wonder the characters who saw him before the island raid, aside from Rouge, confused him for Sonic. As for Amy, she probably just saw a blur and instantly assumed it was Sonic. Prior to that point, only Knux and Metal Sonic were really that fast on the ground, and Knux has an entirely different quill style whereas Shadows is similar

@@basilou4909 he was broken out of the base presumably at night, and most of the G.U.N. members didn't know what was actually in the capsul. They just saw a speedy hedgehog with a similar body plan to Sonic and filled in the gaps. Amy acts before she thinks, it's basically one of her biggest personality traits... or was, before they insisted on completely upending and revising her character

@@basilou4909 the foot soldiers who attacked Sonic didn't know there were 2 hedgehogs, the comms literally just called out a fast hedgehog stealing an emerald. It was chasing 2 leads at once that ended up at the same spot, so ofc they bagged the one that was right in front of them. And you know how fast Sonic is, he could easily cover that much ground when unmotivated. And again, the gun soldiers didnt know about Shadow. He was a top secret weapon, remember? The leaders like the Commander did, relation to the Robotnik's/Kintobor's aside. But the rank and file didn't. And even then, they were shown on screen- across the games, shows, and probably comics too- to have only been given the description of "a Black Hedgehog". And, like mentioned above, Blue and Black are visually highly similar colors in poor lighting. There would've been confusion even during the day due to variance of interpretation

It’s just not functioning in SA2, because all of what you wrote is not explained in the game. We have no leaders of GUN showing in this game so we could also say that everyone in GUN knew who Shadow was even though it was a secret weapon. GUN lead an assault on ARK 50 years ago for stopping Gerald, not for fun, they know what he did and created, Shadow was. Not talking about the leader of GUN in Shadow the Hedgehog who was ON the ARK during the assault so he knew who Shadow was.
This error in the scenario is so big that fans find explanations to it but it’s just not working.

In my head cannon, some high ranking officers in GUN’s echelon is trying to cover up Shadow’s identity to cover up the fact that they ordered the execution of all the innocent people on the ARK.

I like of how they did it in X, or where shadow is literally in the shadows, so you can only make out the outline of the figure, which is similar to that of sonic. Even with Sonic X aside, i think another reason why people kept confusing Shadow with Sonic because his creation was more or less revolved around the Mural on Angel Island with Super Sonic, so he really is indeed the faker

This happened in Sonic X as well where he was confused for Sonic at first until further introduced in the few episodes. So Sonic X most likely got the idea from this. Also I think it's because they share some similarities and nobody gives a crap about colors

In hindsight, it makes a lot of sense. Project Shadow, the ultimate lifeform's change into a hedgehog was based on the Hidden Palace murals, depicting a prophecy that was based on Sonic. It stands to reason he would have looked so much more similar to Sonic, and almost makes me wonder how late in development Terios's design got to.
They probably assumed Shadow was a different form Sonic was using like the werehog.

No. I never wondered why. It was obvious. Especially because I was there for SA2's debut.
In my experience, even the fans and ESPECIALLY casuals were calling him "Evil Sonic" here and there.
And it was clear that Shadow looks like Sonic. Down to it being clear Shadow and Sonic are created from the same base model. Even Sonic's soaps shoes and Shadow's air shoes are the same shape. In their super forms they are clearly the the same model with small differences outside of texture.
Everyone who mistakes Shadow for Sonic does so for only a split second and it's clearly because no one looks anything like Sonic until they meet Shadow. Consider that Silver looks drastically different from Sonic compared to Shadow. ALSO consider the fact that Shadow looks like a black Super Sonic. Saying Shadow doesn't look like Sonic because of color is invalid. Anyone else in the world getting a clear look at Shadow and confusing him for Sonic clearly go with this and also possibly have just never seen Sonic up close or for very long. It's like seeing Spider-Man with the black suit and still assuming it's the same person (which it was) rather than just being another Spider-Man (like Miles Morales). Because when there's only one, you clearly think anything like it must be the same person.
The concept art is Shadow's previous design. And Terios is Shadow's previous name. But that name and that design are not exclusive to each other. The name Terios applies to Shadow's redesign as well, and the name Shadow can still apply to the previous design. (Which I think looks more like Sonic in some ways but LESS like Sonic in others. His model is very different and he wears a scarf and has a scar... Not sure why anyone would mistake that for Sonic more than Shadow aside from color. Which we already established isn't really a valid point anymore.)
ALSO, it was Terios the Tenrec. (Which, btw, Shadow's final design somewhat resembles as well, meaning he still could have been a tenrec but they chose to go with hedgehog.)

G.U.N. was 100% trying to cover up, and used the fact that Sonic is a hedgehog of about the same height and build to their advantage. The perfect scapegoat.
That said, Shadow's design was likely finalized after the Story was written, resulting in there being less resemblance than perhaps initially intended.

G.U.N saw a hedgehog with super speed in the middle of the night with most people in G.U.N not even knowing about project Shadow except for some of the higher ups who wanted to keep Shadow top secret, and at the time Shadow and Super Sonic had the same shape of quills, so I'll give G.U.N a pass there.
The problem with Amy is, while it'd make more sense if we had Terious for that scene, Eggman was right there with inside a battle mech. I like Amy, but how did she not notice Eggman? Honestly how has Eggman not given her PTSD after he kidnapped her several times and held a gun to her head? Also with how Silver's Quills are there's no justification I can give Amy for thinking he's Sonic unless she's just legally blind.

I think it does make sense. EVERYONE knows that Sonic is a super fast hedgehog who has turned super before. He fully changed, different eye colours, different quills colour and shape.
It wouldn't be too hard for people to see Shadow, a super fast hedgehog whose quills are the same shape as super sonics quills and assume that it was another sonic transformation. I mean, it makes sense when looked at in that context. It even makes sense for Amy when thought of this way. He's been running from G.U.N, and she was soecifically looking for him on prison island. For all she knew, he had found some kind of different transformation during that time where she didnt see him.
Fun fact: G.U.N. is called that because in Japanese, _-gun_ refers to military, like _shogun._ The problem is it's pronounced like the English word _goon,_ so localizers had to choose between a brainless pun or little bunny foo foo.
GUN had never seen either one before. "Super-powered Anthropomorphic Hedgehog" is probably all they knew to look for. And Amy... well, Amy's not the brightest, but she's still ours.
