Does a boat this size require a licensed captain and crew, or could anyone operate it?
All depends where the vessel is kept and under what flag etc. But in general would need a Captains ticket.
Licenced, however the qualifications are lighter than that of a true superyacht. A superyacht is over 78 feet AND over 500 gt. This is under 500 gt so relatively cheap to crew compared to a SUPER yacht.

Yes, 12.8 l to be exact. The pod drive is 30% more effective than a normal shaft drive. That`s why they are called 1350.
