    It works! I've done it 4 times. Weigh your letter and add the correct stamp 3 cents per 1/2 ounce. 6 cents 1 ounce letter.
    Don't waste your time talking to the postal clerks about it... most are clueless.. just mail it drop letter rate in any mail box.

      @@dreblacc8162 The General Post Office was infiltrated and taken over by the (Defacto) USPS Corporation. By law the USPS had to accept the assets and liabilities of the (Dejure) GPO which is Non Domestic mail. The General Post Office applies to the living wo/man. The USPS applies only to a (2 dimensional) Corporation/corpse, dead entity/all Caps PERSON via Capitalization and zip codes. They are foreign to one another meaning no jurisdiction.
      Since the General Post Office only applies to a 3 dimensional Mind, Body and Soul, in the old days one would have their mail Surrendered at the Post Office where one would Call for their mail. "Drop letter rate" is without the Metered Mail, non zip codes for no Jurisdiction. (By hand)
      Most people think that a zip code is used for receiving mail. A corporate zip code is for HUMAN TRAFFICKING of ones PERSON with third party intervenors like private for profit firms such as Courts and banks. Courts by the way are non government.. There is no government!
      Zip codes, therefore are used for implied contracts with third parties for fines, fees, licenses, bills, taxes, insurance, registration, warrants, sopenas, summons jury duty etc. All are offers to contract such as a citation, warrant, summons, bills, etc.

    I've done this successfully, about seven times, including two certified mailings and all I've written on the envelope is, "Non-Domestic, Without the United States" by the stamp and at the bottom of both the addressee and addressor. It works!

      @@tubbytuber it works in every state if you write out everything properly. I spell out the name of the state, and do not write the ZIP code which puts you back in the federal zone. Then I do what was stated above. I just sent certified mail this week with four cents postage and it was delivered yesterday.

      Actually, this goes "outside the system" and that is why it works. The system delivers domestic mail and this is non-domestic mail. The system delivers within the U.S. and the post office delivers without (outside) the United States and charges the original postage rates which have never changed.

    I use my title proudly, is it my fault that ignorant people make false assumptions? anyone affiliated with the military would know I cant be a military colonel or its highly unlikely due to my age...when I say to people colonel I automatically say kentucky colonel and they ask what that is and I explian, I dont misrepresent myself, and I wont be accountable for peoples assumptions, I do everythgin to ensure peopel who see it understand it

    At around Timestamp: 5:05 in your video you explain that the majority of postal workers do not know about this technique/loophole. Consequently, I think 3 outcomes can be expected: 1.) letter successfully makes it to the intended destination 2.) Letter is returned to sender from initial post office due to insufficient postage 3.) receipient of letter is notified by destination post office that a letter with insufficient funds is awaiting payment of additional postage. It's the 3rd outcome that would give me nightmares. Making someone I care about have to disrupt their day to deal with this chicanery. For scenarios 2 and 3 above, retraining the postal workers by a customer will be unlikely in my opinion.

    Well since I'm a postal employee and I have Federal Employees Health care and retirement benefits and my check comes from the US Treasury im curious what you think would constitute a federal gov. Employee if I as a postal service employee am not??? USPS has contract truckers etc. But that doesn't mean we still.are not part of the executive branch of federal gov.

    anywhere mail is handled is considered a federal desitination because the mail is federaly regulated, but post offices are still owned by people, like dunkin donuts you cna buy a franchise, same goes for post offices you can bid and win the contract to run a post office yourself in many situations...its a buisness where peoplel make money on the sales of services

    I typically go for the forever stamps, just so I don't have to buff them up later with additional stamps like those teapots. I'm ok with spending that much, because I typically load that sucker up with the full 17 sheets of paper you can get with those stamps. :P

    no, the post office has long been onto that scam and will not deliver mail with no postage so the recipient will get a form 2849 with a postage due in order to receive the letter...if the postage is not paid it goes to dead letter where no one gets it, it will sit for a few months then opened up to see if info inside will show who the real recipient is and another attempt for postage will be tried...

    If you're going to send a letter just pay the full price of a stamp. By sending something for $0.03 you're basically having everyone else pay to send your letter....and thats what is wrong with this country.

    doesnt matter, all mail boxes have a postal tub in them they are opened and the tub is brought to the post office and dumped into all the rest of the mail...then they go through machines that read and sort them by adresses

      I do not think so. I have read the actual law which is chapter 71 section 23 of the 37th Congress session III, they specifically mention “written material” so I would imagine that this only covers letters and postcards. Sorry to answer your question 3 years late 😅

    actually no, its not like taxes, other peopel dont make up for the lost postage costs...and the postal service will continually raise postage costs no matter what to maintain a stable buisness and inflation goes up, so it has nothing to do with that, this is simply a way to save money,k it doesnt cost others more

    Your $.03 doesnt cover the cost to mail your letter. Because of that, others will be paying because you dont. USPS has been operating at a LOSS for years. They can't keep doing this and the govt will bail them out eventually. You're not paying your share to send the letter. Not to mention that it might be fraudulent.

    Christmas cards are heavier than a standard piece of paper so the extra weight will cost more weigh your cards for correct postage

I was once in a bar in Amsterdam and all the domestic beers where like Heineken, Amstel and Grolsch for like $4 a beer and all the imports where like MGD and Bud for like $6 a beer.     what about mail coming to you from your creditors? I am sending out letters to creditors and telling them to send to a certain address. Noting there are no all cap letters, no zip and no abbreviations for state. Will creditors do this?

    It is really just a prefix. It's not that important, and if he earned it, he should be able to go by it. Just because people in the military use the same prefix doesnt make it misrepresentation or disrespectful, because it's a title used for many different things.       LOL no you are miss informed USC 1-207 is about Mailing. UCC is entirely something else. Cross reference this and look it up. USC 1 is correct

It says without the US so I'm thinking (I) can send it for 3 cents to a corporation but a copration operating under the U.S. cannot.

      Best thing I could say, is just try it for a matter that is not urgent, and contact said corporation to verify if they received the letter.

    all postal responsibility were carried over to the united states postal service in 71 when they became privatized, so no the information you were told was incorrect

    im just saying man, an extra 30 cents isnt gonna kill yah.. if you send thousands of letters a month or a year you probably have a company and have discounted shipping.

    also I thought this was common knowledge.
    hasn't anybody in the U.S.A received a letter like this?
    and from what I understand (haven't used snail mail in a long time for this use) it is more hassle than it is worth in todays computerized market.

    just be careful on weight, you may want more like 0.10 to cover the extra weight for heavy or thick christmas cards ;)

    You obviously couldn't follow what I was talking about. You can't complain about USPS losing money when compared to private companies when USPS is forced to fully fund retirements 70 years in advance which private companies don't. If USPS didn't have that onerous regulation put on it (that hypocritically tighty righties usually are AGAINST) it would be profitable. The conservative arguments against USPS are circular, illogical and hypocritcal.

    Funny that you claim to be a contract employee for the US Postal Service.
    I'm sure the Postal Service Inspector would be interested in looking into you passing out fraudulent information.

    Yep, just like some large tax companies when filing your taxes dont tell you all the credits or write offs you can claim. I learned this 26 years ago, do my own taxes and always get the credit or write off. That first year 26 years ago this tax company said I owed $100 to fed because they didnt tell me of certain credits I was qualified for.
