Unless there's peripheral connectivity to the metro stations and more lines connect residential areas to commercials areas of the city, it's not going to be a success.
Also as a matter of principle, no public transportation is built for profit making, it's ideally meant to connect the city to enhance and economy and benefit the people and subsequently the state indirectly.
