This can't be memory wire because she used regular wire cutters to cut it and she was able to shape it easily; memory wire retains its round state/shape and it's hard to shape if at all.
Cut the wire loop so that the ends overlap by about 5 mm. Use the round-nose pliers to make 2 mm loops *perpendicular* to the original direction of the wires. Then attach *round* (not oval) jump rings as shown.
