Yes! Every verb works with different case suffixes (accusative, ablative, dative, locative). The one works with the accusative case are considered transitive verbs in Turkish. But this information doesn’t really help foreigners because you already need to learn every verbs with their case suffixes. Sana bakıyorum I’m looking at you [I’m looking to you] kediYİ görüyorum i see THE cat senİ seviyorum I love you (Sen still needs the accusative simply because sev- needs it when the object is specific.) Köpeği seviyorum. I love the dog. Köpek seviyorum. I love/pet dog (I love /pet some dog) Ben köpek seviyorum. I love dog (I love dogs as opposed to cats depending on the context)
