Yes, the bus should be in neutral with the parking brake pushed in while doing the air leak test. I hope this helps and be safe out there.

In Ky you have to emergency brake 1st then service brake then leaks and alarms

What if the wheel is chocked in the front? You cant do the tug test. Should it be removed before the tug test?
