Unfortunately, it is not. The Best Bottoms covers are made from PUL which is a waterproof material. If you are looking for a more breathable cover, you may want to try a wool or fleece cover. :)
They are All In Two's but they are more concidered Hybrid Cloth Diapers because they are a cross between cloth diapers and disposable diapers. So I guess they would be considered Hybrid AI2 Style diapres as they also make Hybrid pocket diapers (Charlie Banana).
