Doubt it will do anything a lot of workers are all talk and no action. In my last job at USDA people were saying they would leave if they got rid of telework. Basically no one left and they were so scared that when the survey came around they all put they were happy when they were not happy. It only was allowed supervisor and branch chiefs to telework but anything below has to show up for work after rules changed and most workers would sit on their butt for 5 hours not doing anything.

I have worked for DoD for 23 years. It takes years for the local IT program to test and implement any new software because of security concerns. Heck, we can’t even get Adobe Pro licenses due to cost constraints. This facial recognition software you see in private companies will never get off the ground. The government IT space in general is 15 years behind due to cost and security issues.
In the early 1990s as a civil servant I worked with a military guy who said "everything that happens in the government happens a decade or more behind the real world." 30 years later those words still ring true.

Changing duty stations is not a good experience. The relocation benefits should not be taxed as income if they move people away from DC. Congress needs to change tax law if they insist on doing this.
There will be a 1-vote Republican majority in the House when the new Congress is seated, and any bill like this will have to get past a Democratic filibuster in the Senate. It's a low probability that any of these bills will pass.
It's because of those few bad apples that this war on telework is happening. There's also the politics of those empty office spaces and the loss of tax revenue for those big cities when people don't work there...
1. I have been waiting over 2 years for my IT guys to get approval for the scanner I need, I will likely either retire or will no longer need said scanner before it gets approved. THEN the scanner will cost several hundreds of dollars. I can buy what I need for $18 on Amazon. Facial recognition software for how many teleworkers??? Before the pandemic, I worked for a company that installed an advanced micromanagement system on our computers, excluding management. It tracked ALL activity, captured screenshots with timestamps, and required a reason to unlock the computer after being idle. They claimed it was to help us be more efficient, because we could track our time & see how we ranked against others on the team.
The AFGE has already lawyered up, so this is going to be a long battle. I don’t think that we will all be going back to the office full time anytime soon.
If there’s an AI-or anyone-monitoring me while I work, let me save you the trouble: I quit. I don’t need a babysitter to get things done. I work efficiently, deliver quality results, and do it without someone staring over my shoulder like a reality TV camera crew. Let’s be real: You can monitor someone all day, but are they actually working, or just perfecting the art of “looking busy”? Because there’s a big difference between producing quality work and playing the world's slowest game of office charades.
Been teleworking as federal employee for about 10 years. I have a unique job in that my work is measured and I have production goals. If I do not meet goals I can be fired. Also my login computer time was tracked and posted to me everyday, so my time sheet had to closely match login time. However, recently, I no longer get a report of my login times not sure why. Instead of a return to office the federal govt needs to track computer login time and if routinely less than 40 hrs., make easy to fire people.

I'm switching from hybrid to 5 days in the office since commute will be impossible to make full time in the office. My understanding initially was that hybrid will last until 2028. I guess you have to adopt to current administration to not be screwed down the line.

There's an easy trick for the "camera being on at all times for telework" idea. Just create a video of yourself looking like you're working on a loop and play that on a separate screen in front of the government issued camera during your shift. Done! Of course, there are ethical issues with that.
IMO: People really need to just go back to work! The business is by far more efficient as people are easily available. So many people that telework conveniently leave their cell numbers off their signature and are forever yellow (Unavailable). It's better for the economy. Your going to work benefits every business. Look how many are closing. Including tech. Companies use tech. No company, no tech. It's better for you psychologically. You interact with others and bathe more frequently. The only downside is your comfort level. But that doesn't matter to a business or the population in general. It's just better for society in general. Don't forget how we got here. I'd rather not be reminded daily.

This is true for many. But the return to office push is a RIF tool. It has nothing to do with efficiency.

That NSA data warehouse in Utah is definitely up to date and costs over 1$.5billion to build and around $50 million in annual operating costs.
Not to mention, there are no positions with the hours allocated for the time it would take. It's all about money.
