I'd call it more like negative reinforcement of toxic masculinity.
Frank actually seems like a decent guy. He's considerate enough to use an e-cigarette to avoid exposing others to secondary smoke (which would be illegal on a train anyway) and she looks down at him for it. Message: being considerate of others is not masculine, or a desirable trait in a man.
      She puts down his name.
He tries to make small talk and she only returns disdain.
Then she signifies interest by telling him to invite her for dinner. So he asks her and she says "women don't like questions", implying men don't ask women out, they just declare.
People hear "toxic masculinity" and think it's just a criticism of male behavior. Not so. It includes all the toxic expectations we, as a society or individuals, have for men. It can be men with themselves, men with each other, and women with men.
I suspect this scene was written by a man. This seems like a specific male fantasy for mild-mannered men, encountering an assertive beauty that comes along, is instantly attracted to them while also pushing them to come out of their shell.
There are certainly women out there who criticize men for being too considerate or not assertive enough, but they don't then typically follow up by coaching these same men in asking them out of dates. They just move on to a man who is actually assertive.
Whoever wrote this scene is trying to eat his cake and have it too. He wants Angelina to convince us women like assertive, inconsiderate men, but also have her be attracted to the same mild-mannered Johnny she's been criticizing the whole time.
It's not just toxic, it's bad writing.
Or maybe she's negging him? I haven't seen the whole movie so maybe it makes more sense in the large context of the film. If we're taking the scene at face value, it doesn't make much sense
