It’s stuffed. Never heard an engine turn over like that unless it had serious issues. Anything from a bad piston to a bent rod :o) I like the DPA pump, but it doesn’t tolerate muck. If they have fed it etha until it reaches full revs it’s irrelevant anyway, they killed :D
Cummins 6bt no charge cooler. 210 is the lowest turbo engine they make. I’m assuming you checked for water in the fuel. If they don’t have raycor filters they need them. Engine should rev out to 2675 under full load. In the water. 2875 our close no load. Definitely sounds like compression. Needs a check. Health is usually checked by measureing blow. Look up the requirements

yeaah when i heard 'only runs on wide open' i cringed at the thought of hitting redline on an ice cold block everytime they crank it

By lowest hp I assume you mean in marine applications, they were set up at substantially lower power in many industrial and commercial applications.
By the way, I had a brain fart and was looking at the water cooled exhaust manifold and thinking I was looking at the intake/cooler 😬
