My game has frequent fps after the update and even lags more which doesn't happen before version 1.3.0 many of say their game is now optimized but mine one just got worse . Let's wait and hope for the best 🍀 rather than doing nothing and just complaining .😢😊

Npc's are good but need some work like they just respawn in middle of the road while racing which is not good

Agreed. The NPCs are better but they just have bugs to work out.
My cars /screen shakes past 150 mph, and even on my cars that aren't very low. Prior to the update, this wasn't an issue for me.

The thing is, while there might be slightly more NPCs but there appears to be much more than there actually is due to the traffic building up resulting in more NPCs in an area because there are bugs with NPCs having difficulties going up hills, driving off road, or crashing into each other at intersections when they try to cross traffic. This essentially leads to traffic jams and NPCs which would normally be spread out instead forming large groups when the traffic clears.
This could also be the reason

Bro i got an issue where like the game wont update its stuck on the loading screen i tried uninstalling the game and reinstalling it again and it still gets stuck on the same thing
