Billy got the SOD gig because he saved their asses one night at a show. They figured that you really didn't need to know how to sing and being that he was the bouncer/doorman at CBGB's or wherever it was, he could handle himself.
Speak english or die was a challenge in the trenches of ww1 both english and germans looked alike it was hard to tell. speak english or die was the call back in ww1 of the trench war. no one knew who was the enemy. If this band knew that then so be it that is the origin of the saying speak english or die.
