This is creme patissiere (pastry cream) since it's thickened by a starch. Bavarian cream is thickened using gelatin.

i use fat-free milk and haven't had any problems - with 3 egg yolks and the flour, thickens up nicely.

it's basically a vanilla-flavored egg custard. smooth and creamy, tastes like egg custard. not eggy at all.
