Todd is cute. Sorry you had to give him back. For the future, get the paperwork from you apartment manager for an ESA (emotional support animal). Take it to your doctor to fill out. Once you have the paperwork, you'll always be able to get a dog (or cat) and you don't pay a pet deposit. You did good with the bath. The side of the brush is used for detangling and getting the undercoat brushed. You know, you can use a hair dryer on your dog. Just put it on low and push the cool button every once in a while.

It turns out that the man who gave her the dog did it without the owner's permission. She (his daughter) wanted the dog back and so did her kids. Now she has a new puppy that her mom got for her.
