I don’t know about the part of signing on stowaways. I don’t think the captain has the ability to do that, as he doesn’t decide who the company hires. I think you can only sign on as a crewmember to a ship after you’ve been hired and most companies, that’s usually the practice. You have to get hired first before they can assign you a ship.
