Swamy's handbook pg 390 Max 150 EL can be encashed and HPL will lapse in case of a Govt servant who will resign. However, There are different types of resignations. I think, this rule applies when an employee resigns after taking NOC and the new department organization doesn't offer leave rules 1972 or does not want to bear the past liability of the employee. Mostly state and central govt Autonomous Bodies like JNV and KVS follow such methods.
Gourav sir and Tanuja sir......when the employee give technical resignation for getting employment in another Dept. and according to the leave rule of new Dept.,carry forward leave of the new recruit can not be accepted,in this case the employee encash maximum 150EL and lapse of HPL. If the employee quits the job without proper channel and his past service forfeited then he is not entitle for past service benefits.In this case,EL and HPL at credit is lapsed.

Particularly it is asking about retired defence person who got employment in civil Dept
For Qtn No.12 answer is apply for such conversion within 30days of completion of the relevant spell of leave.

There is no limit but one can take leave upto 5years and after that it can be accepted that he has resigned from the job
