It's becouse the style of both Cuphead and these cartoon characters are both based on older animated cartoons (like Syeambot Willie Mikey Mouse).
Idk if you know that this is a web event for the Honkai Star Rail game.
The newest update has this area which is commonly referred to as 'The land of dreams'.
Long story short,there are these cartoon characters that are based on this area's history and such.
This web event,instead of having the super intricate 3d style of the rest of the game,has instead the cartoon aesthetic,which,as I already said before,is inspired by older already existing cartoons (old classic vintage cartoon style,from 1920 and that time period)

Hmm yes, it is a little weird. Try hopping to another date. The only issue I'm seeing is that it loads longer and it freezes whenever the Hoyo cookie press "OK" thing pops up.
